二、竞赛规则
II. Rules for Competition
本次竞赛工作分为三个阶段进行：第一阶段为公开报名及资格预审阶段；第二阶段为设计竞赛阶段；第三阶段为概念方案设计整合阶段。
The competition is carried out at three stages: Stage 1: Open call, registration, and prequalification; Stage 2: Design competition; Stage 3: Integration of Conceptual Proposal Design.
2.1 第一阶段－公开报名及资格预审阶段
2.1 Stage 1 – Open call, registration and prequalification
2.1.1 竞赛方式及报名条件
2.1.1 Competition method and registration requirements
本次竞赛采用公开报名的方式，境内外具有相关设计经验的独立注册的设计机构均可报名参加。在报名阶段须满足如下申请人资格要求：
Registration of the competition is open to all domestic and foreign independent design institutions with relevant design experience. The following applicant qualifications shall be met at registration:
1）申请人为国外机构的，须在其所在国家或地区具有合法营业及设计许可；
1) If the applicant is a foreign institute, it shall possess legal business and design license in the nation or region where it is based;
2）申请人为境内机构的，须为独立法人，并具有建筑工程行业设计甲级资质或工程设计综合甲级资质；
2) If the applicant is a domestic institute, there shall be an independent legal person, and operating with a Class-A Certificate in Architectural Engineering Design, and a Class-A Certificate in Engineering Design Integrated Qualification;
3）申请人为港、澳、台机构的，须在其所在地区具有合法营业及设计许可；
3) If the applicant is a Hong Kong, Macau and Taiwan institute, it shall possess legal business and design license in the region;
4）接受具备上述1-3项中任意两项的机构组成的联合体申请人，包括：a）境内机构与国外机构组成的联合体申请人；b）港、澳、台机构与国外机构组成的联合体申请人；c）境内机构与港、澳、台机构组成的联合体申请人。联合体各方不得再单独以自己名义，或者与另外的设计机构组成联合体参加此次竞赛。
4) Joint applicant composed of two institutes which meet any of the requirements 1-3, including: a) joint applicant composed of domestic and foreign institute; b) Joint applicant composed of Hong Kong/Macau/Taiwan institute and foreign institute; c) Joint applicant composed of domestic institute and Hong Kong/Macau/Taiwan institute. Any institute in the joint applicant shall not take part in the competition individually or jointly with another institute.
5）不接受个人及个人组合的报名。
5) Application from individual and/or unlicensed group of individuals will not be accepted.
6）参与本次咨询活动的规划设计人员应为该设计机构的在册人员，首席设计师须由主持过多个同类型项目的人员担任，且必须直接参与竞赛全过程。为了保证项目规划设计人员对中国地区背景和相关要求的准确理解，项目规划设计人员中应至少有一名通晓汉语的人士。
6) Proposal designers to join the consulting session shall be registered staff members in the design institute. Chief designer shall have experience in leading multiple projects of the same kind, and must directly take part in all stages of the competition. In order to ensure project proposal designer can attain an accurate understanding of regional context in China and the relevant requirements, there must be at least one project proposal designer who is fluent in the Chinese language.
7）报名的设计单位根据竞赛文件要求提供资格预审材料。
7) Design institute shall provide prequalification materials according to the requirements stated in competition documents upon registration.
2.1.2 资格预审
2.1.2 Prequalification
主办单位将根据申请人提交的资格预审文件等资料，从设计机构综合实力、设计机构业绩和经验、主创设计师业绩和经验、设计团队构成进行评审确定6家入围的参赛单位。
Organizer will select 6 candidates out of all applicants to proceed to the next stage of competition. The decision will be made based on the institute’s comprehensive strengths, achievements and related experience, and composition of design team, as reflected in the prequalification documents and other materials submitted by the applicant.
2.1.3 入围参赛的6家单位（下称“入围参赛单位”）应按时提交《参赛确认函》。已报名未入围的但符合申请人资格要求的设计单位如仍有意愿参加后续赛程（下称“自愿参赛单位”），可在预审公告发布后3日内向业主提交正式的《参赛确认函》，以确认申请参赛，该申请函经主办单位确认后方可参加下一阶段竞赛。自愿参赛单位与入围参赛单位在评审过程中采用一致的评审程序与标准，但自愿参赛单位将不会获得主办单位支付的设计补偿费（详见本须知内第七条规则）。
2.1.3 The six selected institutes (hereinafter referred to as “finalists”) shall submit the “Confirmation of Competition Participation” document on time. Design institutes which have registered and confirmed their qualifications, but is not selected as one of the six finalist, can still take part in the subsequent stages of competition. They (hereinafter referred to as “volunteers”) can submit a formal “Confirmation of Competition Participation” to the organizer within three days after the announcement of pre-examination, to confirm their will to proceed to the next stage of competition. Volunteers are only allowed to enter the next stage of competition when their confirmation is approved by the organizer. The same assessment procedure and standards apply to both volunteers and candidates. However, volunteers will not obtain design compensations paid by organizer (Refer to Rule 7 of the Notice).
2.1.4 若递交《参赛确认函》的参赛单位中途退出或最终放弃参赛，主办单位有权在考量后拒绝该参赛单位参加主办单位今后其他任何项目的竞赛。
2.1.4 If a participant who has submitted “Confirmation of Competition Participation” retreats halfway or quits eventually, the organizer, after thoughtful consideration, has the right to turn down the participant’s application for joining in any other forms of contests held by the organizer.
2.2 第二阶段－设计竞赛
2.2 Stage 2 – Design competition
2.2.1 参赛单位提交符合概念方案设计任务书要求的概念设计方案成果文件，由方案评审委员会采用记名投票法对A、B、C、D、E、F六个方案（如不足或多于六个方案，代号从“A”开始往后按字母顺序排列）进行评审，采用逐论淘汰（每轮淘汰一个方案）的记名投票法，专家充分讨论，投票选出前三名方案，并对这三名参赛单位的方案提出优化意见。
2.2.1 The participants shall submit conceptual design proposal as required. Proposal Assessment & Judge Committee evaluates the six proposals – Proposal A, B, C, D, E, F (if there are fewer or more than 6 proposals, sequence them from “A”) by means of open vote. Open vote-based elimination in every round is applied (one proposal is eliminated in every round). After experts’ comprehensive discussion, first three proposals are selected after vote. Then, experts raise suggestions to further develop and optimize the three conceptual proposals.
2.2.2每家参赛单位只允许提交一份设计方案。
2.2.2 Every participant are only allowed to submit one design proposal.
2.3 第三阶段－概念方案设计整合工作
2.3 Stage 3 – Integration of Conceptual Design Proposal
经主办单位确认概念方案第一名参赛单位将负责竞赛后的概念方案设计整合工作，须集各竞赛方案所长，优化形成主办单位及相关部门认可的概念设计方案。After organizer’s confirmation of conceptual proposal, the design institute ranking first shall take charge of integration of conceptual design proposal, draw strengths of every competition proposal, and form the final conceptual design proposal that is identified by the organizer and relevant department. |
