Of course the Shanghai Metro isn't going to shut down tomorrow, but the idea that a small city like Kunming wouldn't be able to fund operations on an already-built rail line is not that far-fetched. Tons of already-built rail infrastructure was abandoned in the US and UK during the postwar years for want of operating cash. Look up "Beeching Axe."
And what's "This is China we're talking about" supposed to mean? If infrastructure abandonment can occur in a country as wealthy as the UK in the 1960's, it can definitely happen to a relatively poor, developing country like China.
